The Rural Development Department is committed to empowering rural communities in addressing their development needs, strengthening of local governance, and the adoption of sustainable development practices, thus improving their overall quality of life.

Vision Statement

The Rural Development Department is a highly capable and efficient government institution, which has empowered all rural communities to achieve sustainable rural development, based on the principles of people’s participation, respect for cultural diversity, gender equity and sound environmental practices.


The Ministry of Labour, Local Government and Rural Development portfolio was established by the direction of the Governor General on the advice of the Prime Minister, published in the Gazette of 2018.

The Rural Development portfolio includes Rural Development and Rural Water Supply and Sanitation Unit. Although the portfolio includes those two areas Rural Development has been working with Local Government in full filling its mandate as it relates to village governance. The department has been working with village councils and alcaldes. We also work with the water boards. The department is charged with the fulfilling of government’s mandate of ensuring that the rural areas have access to improve water sources. In line with this we have been drilling for new water sources, installing and repairing hand pumps and doing maintenance of existing water systems. Also, the construction of new water systems where none exist.

As it relates to rural development the department has been working with our partners on projects and programs for the development of the rural areas.
