Rural Community Development Officers

Coordinator of Rural Development Unit

The Coordinator is responsible to coordinate all activities related to the operations of the Rural Development Unit of the Ministry. 

The coordinator oversees activities of staff of the Unit, all operations of rural water and wastewater systems, electrical & mechanical systems and distribution networks, and coordinating activities with other departments, outside agencies and the public.

The coordinator is responsible for oversight of the governance of Village Councils and Village Water Boards and liaise with the Director of Local Government to collaborate on activities related to liquor license, local government training etc.

The Coordinator must ensure that laws and regulations of local governments are in compliance with the requirements of regulatory agencies. 

Deputy Coordinator of Rural Development Unit

The Deputy Coordinator is responsible to coordinate all activities related to the operations of the Rural Community Development Officers of the Ministry. 

The Deputy Coordinator is responsible for coordinating activities with other departments, outside agencies and the public.

The Deputy Coordinator is also responsible for oversight of the governance of Village Councils and Village Water Boards and liaise with the Coordinator. He should also liaise with Director of Local Government to collaborate on activities related to liquor license, local government training etc.

The Deputy Coordinator must have a thorough understanding of the relevant laws and regulations of local governments and should ensure quality and compliance with the requirements of regulatory agencies. 

The Deputy Coordinator should be highly engaged with Ministry’s and the Unit’s Vision, Core Values and Strategic Objectives.

The Deputy Coordinator must demonstrate excellent communication skills and the ability to work successfully in a team environment.

Roles & Functions

Provide support and assistance to the Coordinator, Rural Development on all matters in relation to the District and villages assigned. 

  1. * Develop priority list of the basic informational needs (electricity, water, communication and health services) of all communities in the District assigned
  2. * Work with Village Councils in the preparation of Development Plan
  3. * Establish networks with relevant NGOs’ and foster collaboration among and between Village Councils, government ministries and NGO’s for execution of plan
  4. * Assist with organizing training and sensitization sessions on governance, leadership and accountability to strengthen councils and water boards for execution of development plans participating in governance
  5. *Assist with organizing training in advocacy/communication skills and community development planning.
  6. *Assist with organizing sessions to sensitize and orient Village Council and water board on Village Council and Water Boards (Acts, Record keeping, roles and responsibilities and Village Council procedure/regulations.

Roles & Functions

Provide support and assistance to the Coordinator, Rural Development on all matters in relation to the District and villages assigned. 

  1. *Develop and/or update profiles of each village, create file for each village and ensure file is backed up on network and hard files at headquarters in Belmopan
  2. *Monitor and supervise and report on the delivery of basic service such as water and electricity
  3. *Prepare and submit monthly financial and technical reports to the Coordinator on the governance and operations of all village councils and water boards
  4. *Works cooperatively and collaboratively with all rural water, electricity and sanitation technical officers to provide inputs and feedback on the operations of water, wastewater and electricity system
  5. *Works cooperatively and collaboratively with all Local government Officers on matters related to village councils, water boards and liquor license governance and management
  6. *Prepare monthly and quarterly progress and yearly reports.
  7. *Prepare weekly and monthly itineraries and work plans
